1. Position Title: International Environmental Consultant (Individual)
Contract/Assignment Title:
Environmental Consultant to provide consultancy services for the enhancement of environmental and social (E&S) capabilities of the Project Implementation Unit (PIU) of NHA, guide and supervise the environmental aspects of the project, and ensure compliance with international environmental standards.
Required Qualifications for the International Environmental Consultant:
- Educational Qualification:
- Master’s Degree in Environmental Studies, Environmental Management, or a closely related field.
- Professional Experience:
- Minimum of 10 years of relevant experience in environmental impact assessment (EIA) and mitigation measures.
- At least 5 years of international experience working on transport sector investment projects, particularly road or highway projects in developing countries.
- Experience with Category A projects (those with significant, irreversible, or cumulative environmental and social impacts) is highly preferred.
- Proven experience in environmental assessments, including the development of Environmental and Social Management Plans (ESMPs), Environmental Impact Assessments (EIAs), and other related instruments.
- Familiarity with Multilateral Development Banks (MDBs), especially AIIB’s Environmental and Social Framework (ESF) and its operational procedures for investment lending.
- Specialized Knowledge:
- Deep knowledge of environmental regulations and standards applicable to large infrastructure projects, particularly in the transport sector.
- Ability to review and improve environmental and social instruments to ensure full compliance with AIIB’s ESF and national/local laws.
- Experience in preparing environmental and social assessments and guidance for implementing agencies to adhere to environmental standards.
- Knowledge of the project cycle in MDB-financed projects, including project preparation, implementation, and monitoring phases.
- Skills and Competencies:

Position Details:
- Duration of the Assignment:
The initial contract will cover a period of 60 working days (continuous or intermittent), with the possibility of extension depending on project needs and performance. - Contract Type:

The consultant will work with the National Highway Authority (NHA) based in Islamabad, Pakistan, and may be required to travel to other project locations as needed.
